U.S. Ambassador Nikki Haley praised the new sanctions, telling council members after the vote that it is "the single largest economic package ever levelled against the North Korean regime". It also prohibits countries from increasing the number of North Koreans working overseas and bans new joint ventures with the North as well as any new investment in current joint ventures. "One thing North Korea is extremely good at is absorbing pain".

It also said if the two states continued threatening North Korea and imposing sanctions they would meet "shameful ruin".

The revelation came as North Korea issued a verbal attack on America, telling its Washington enemies they were "doomed to ruin". Wang placed his hand on Ri's shoulder as the two entered a meeting room.

As a part of countermeasures against North Korea's two missile provocations last month, South Korean President Moon Jae-in ordered the four additional missile launchers of the THAAD system to be deployed. Wang earlier said it was important that Ri was attending the Manila meetings so he could hear "suggestions" and present his own views.

Before the briefing, Wang held bilateral talks with North Korean Foreign Minister Ri Yong Ho at the Philippine International Convention Center (PICC). She met U.S. Secretary of State Rex Tillerson on Sunday and both described as a "good outcome" the passing of the tougher United Nations sanctions.

The Japanese government made its request after telephone talks between Prime Minister Shinzo Abe and US President Donald Trump on April 6 about the North Korea situation.

China and Russian Federation, the council's two permanent members who resisted new economic sanctions on North Korea, ultimately endorsed the resolution, saying the rogue nation's recent provocations were unacceptable. Susan Thornton, the top US diplomat for Asia, said Beijing had historically cooperated with sanctions after flagrant North Korean violations but then slipped back over time.

"If there are still some non-regional forces or forces in the region - they don't want to see stability in the South China Sea and they still want to stir up trouble.we need to stand together and say "no" to them together", Wang said in a speech at the Foreign Affairs Department on July 25.

Asked if the framework of COC addressed the ongoing militarisation in the contentious sea, Cayetano said it might not directly mention the problem but noted parties, not only China, are now militarising the area.
