He said there was a need to be "crystal clear" that negotiations on the new post-Brexit relationship, particularly the economic and trade relationship, would not be carried out before issues relating to financial obligations, citizens' rights and Ireland are dealt with.

The thorny issue of the bill was tackled in this round of negotiations but the raft of position documents Britain published in the lead-up to talks didn't include a paper on how it proposed to calculate the financial settlement of the divorce.

Davis and Barnier met on Monday at the start of the latest round of talks which highlighted differences between Brussels and Whitehall over the negotiating papers produced by the UK.

Brussels is insistent the two issues be taken in sequence and Mr Barnier yesterday warned "serious" negotiations were yet to begin because of the impasse.
