Wisconsin Senate passes state budget, sends to Walker

The Wisconsin Assembly is debating a $3 billion incentive package to lure Taiwan-based Foxconn Technology Group to the state.

"This whole series of suppliers that we met with will be overall a net gain to the state of Wisconsin because they'll be coming in and investing and employing people and we presume that the biggest incentive will be, providing the fact that Foxconn will be there", Walker said Wednesday in a call with reporters. That would prevent the Assembly from having to approve the budget a second time after a Senate vote, which has not yet been scheduled. The budget was due July 1 but Republicans spent the summer quarreling among themselves over how to pay for roads before finally arriving at a plan to delay projects, borrow $400 million more and increase registration fees for hybrid and electric vehicles by $100. A last-minute deal reached with Gov. Scott Walker and three holdout Republicans to pass the state budget Friday includes promises of vetoes to bring the reluctant lawmakers on board, one of the senators involved with the deal said.

The voucher program provides subsidizes private school tuition. The budget would repeal it on September 1, 2018.

The governor has the ability to line-item veto parts of any bill, meaning he can take out parts of the budget that he doesn't like before signing the rest into law. David Craig, of the Town of Vernon, voted in favor while all Democrats were against.

Vos threatened Thursday that his chamber would not consider the budget again if the Senate made changes to it.

"We are not going to allow individual senators to rewrite the budget", Vos said.

Democrats have countered by arguing the budget would benefit only the wealthy, noting that it would cut income taxes primarily for high earners but not for poor working families.

"This budget helps thousands of families throughout our state", Nygren said on the Assembly floor.

Walker said Wednesday that the budget would fulfill his goal of increasing funding for K-12 schools without increasing property taxes.

"All of us can walk away saying if the Legislature does nothing else this session we have accomplished our most important task", Vos said. It sends $639 million more to K-12 public schools and imposes a new fee on hybrid vehicles.

Republicans who joined Democrats in voting against it were Rep. Adam Jarchow, of Balsam Lake, and Todd Novak, of Dodgeville.
