The SCO members should speed up the process in their respective country to have the document approved and taken effect as soon as possible, Li said when attending the 16th SCO prime ministers' meeting, which was held on Thursday and Friday in Russia's coastal city of Sochi.

The meeting is mandated to focus on the strategy, prospects and priorities for SCO's developmental cooperation.

The regional pact was established in 2001 and comprises of Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

Prime Minister Abbasi would participate in the SCO retreat being hosted by the Russian prime minister along with other SCO counterparts.

Li told reporters that both China and Russian Federation will play a constructive role to "strengthen communication and coordination on worldwide affairs, and cement cooperation within multilateral frameworks including the SCO".

Indian Foreign (External Affairs) Minister Sushma Swaraj arrived in Sochi on Wednesday night, and is likely to press Delhi's calls for tighter cooperation among members to combat transnational terrorism.

The summit is going to be attended by leaders from Pakistan and China. In June, India along with Pakistan had become a full- fledged member of the SCO.

Pakistan, India and Iran were admitted as observers at the 2005 Astana Summit.
