Jones said he will be an "independent voice" in the Senate and will strive for "common ground with my colleagues on both sides of the aisle".

Mr Jones will be sworn in on January 3 and is the first Alabama Democrat elected to the Senate in 25 years.

He will fill the Senate seat vacated by Jeff Sessions when Sessions became USA attorney general in the Donald Trump administration early this year. The Canvassing Board, consisting of Governor Kay Ivey, Secretary of State John Merrill and Attorney General Steve Marshall - all Republicans - met on schedule and certified the election result.

During an interview with CNN, Merrill, who voted for Moore, outlined some of the voter fraud claims his office has had to deal with in the weeks that followed Jones's surprise victory and Moore's refusal to concede the race.

Moore claimed that "election fraud experts across the country have agreed that this was a fraudulent election", though an Alabama judge threw out Moore's lawsuit alleging voter fraud earlier Thursday afternoon.

Alabama election officials say they found no evidence of fraud. He said he had no regrets.

"I have stood for the truth about God and the Constitution for the people of Alabama", the conservative Christian said.

Jones is a former USA attorney best known for prosecuting two Ku Klux Klansmen responsible for Birmingham's infamous 1963 church bombing.

Moore was beset by accusations of sexual misconduct involving teenage girls decades ago.

At this point, questions about Moore's guilt or innocence regarding the allegations against him are moot.

A spokesman for Merrill said an Alabama judge denied Moore's request to block certification of the results of the December 12 election in a decision shortly before the canvassing board was to meet. He attached a statement from a poll worker that she had noticed licenses from Georgia and North Carolina as people signed in to vote. In Alabama's Jefferson County, the complaint claimed, "there was a large implausible statistical discrepancy in 20 precincts". In the 80-page complaint, filed in the Montgomery County Circuit Court, Moore cites electoral fraud and various other alleged irregularities that lead to his defeat in the election to fill Attorney General Jeff Sessions' Senate seat. Merrill said on CNN's "New Day", referring to Moore's challenge.
