Moon urges swift steps to realize N. Korean participation at PyeongChang

But in a rare move the dictator tempered his bellicose rhetoric with the suggestion he may send a North Korean delegation to the Winter Olympics when they are held in South Korea.

In his annual New Year's Day address, North Korean dictator Kim Jong-un offered what observers described as a rare olive branch toward his putative arch-enemies in South Korea, while also warning the USA that he was willing and able to attack the US with nuclear weapons in the event of a war. "It also shows resolving North Korea's nuclear issue has a bigger priority (than improving inter-Korean relations)". Relations between the Koreas have plunged as North Korea has expanded its weapons programs amid a hard-line stance by Moon's conservative predecessors.

"The improvement of relations between North and South Korea can not go separately with resolving North Korea's nuclear program, so the foreign ministry should coordinate closely with allies and the worldwide community regarding this", Moon said in opening remarks at a cabinet meeting. "This is reality, not a threat", he insisted, though he suggested that the program has some work left to accomplish by stating his country will "mass produce nuclear warheads and ballistic missiles and speed up their deployment". "These weapons will be used only if our security is threatened".

After North Korea tested its most powerful intercontinental ballistic missile (ICBM) in November, which it said was capable of delivering a warhead to anywhere in the United States, Kim declared his nuclear force complete.

"No matter how much America wants to attack us with their military might and nuclear power, they know that now we possess such great nuclear power", he said.

Kim, nevertheless, appeared pleased with his arrangement: "The U.S. could never launch a military attack on me", he said.

The U.S. State Department did not respond to a requests for comment on Kim's New Year's address, but analysts said it was an attempt to weaken the U.S.
