Kabul blast: Death toll rises to 20

The wounded have been taken to hospitals around the city.

The spokesman cautioned that the toll could rise.

The Islamic State group claimed responsibility for the attack.

Afghan President Ashraf Ghani condemned the "barbaric attack" in a statement, calling it an "inhumane" act.

AFP quoted a security source as saying 20 people had been killed in the attack, which occurred about 8:30 p.m. local time.

Witnesses told RFE/RL that the blast could be heard throughout the capital.

"The US strongly condemns today's barbaric attack at a cultural and social centre in Kabul, Afghanistan, and offers its deepest condolences to the victims and their families", she said. It was the third deadly attack claimed by the extremist group in December alone.

The deadly assault comes a week after more than 40 people were killed and dozens more wounded in a suicide blast, claimed by Islamic State, which targeted Shia Muslims in Kabul.

The attack happened near the U.S. Embassy where security personnel are reported to have been carrying out an operation against illegal drugs and alcohol.
