France's U.N. Ambassador Francois Delattre said his government received Abbas' proposal with interest and will study his call for an global conference, but us participation in the Israeli-Palestinian peace process "is indispensable". "In the coming period, we will intensify our efforts to achieve admission to full membership in the United Nations and to guarantee global protection for its people".

Palestinians see the eastern part of the city as the capital of their future state and the USA move broke with decades of global consensus that Jerusalem's status should be negotiated between the two parties.

He said the peace conference should include the Israelis and Palestinians, the five permanent Security Council members and key regional and global governments, noting that 74 countries attended a Mideast peace conference in Paris in January 2017.

However, Abbas did not see Haley's wrath as he left the chamber after he addressed the Security Council.

"Otherwise, she said, "you can chose to put aside your anger" and move forward with political talks that offers the best chance of improving the lives of Palestinians".

"We have already heard them again and again", she said. Danon said Abbas is always welcome to directly negotiate with Israeli Prime Minister Benjamin Netanyahu but chooses not to.

Abbas said the principle of two-states living side-by-side with full sovereignty must be preserved, but he said the US has not clarified whether it is for a two-state or a one-state solution.

Abbas accused Israel of "acting as a State above the law". "You don't even have to accept this", she said.

The Israeli UN ambassador Danny Danon spoke directly after Abbas, who left the meeting after his speech, and blamed the Palestinian president for inspiring "a culture of hate within Palestinian society".

Nonetheless, Haley explained that the USA was determined to push forward with the peace process.

Haley was accompanied to Tuesday's council meeting by Jason Greenblatt, the United States envoy for Middle East peace, and Jared Kushner, Trump's son-in law and adviser on Israeli-Palestinian peace efforts.

But gaps to bridge remained seemingly before peace talks could reconvene, as Haley had alluded to in her speech dismissing "old talking points and undeveloped concepts".

"We appreciated the opportunity to listen to his speech", White House spokesman Josh Raffel said in a statement emailed to JTA. "We will present it when it is done and the time is right". But following Trump's decision, the Palestinians no longer view the United States as a neutral negotiator. "So, it has become impossible today for one country or state alone to solve a regional conflict without the participation of other global partners".
