"With just 2 seats, the BJP has usurped power in Meghalaya through proxy", the Congress President said on Twitter after Governor Ganga Prasad formally invited National People's Party leader Conrad Sangma to form the government.

Meghalaya had been under Congress rule and after losing the state, the party is now in power in three other states, including Karnataka where elections are slated next month, and Puducherry.

The United Democratic Party having eight members in the outgoing House and the Hills State People's Democratic Party having four MLAs forged a pre-poll alliance and are contesting in 45 seats.

Designated Meghalaya Chief Minister Conrad Sangma on Monday said his alliance have a clear majority to form a government in the state and "it was nothing to be surprised about". In Meghalaya, it was the single-largest party with 21 seats but was left behind by the regional National People's Party in the race to get the support of enough legislators to form the government.

The chief minister, who is likely to keep the finance portfolio, also held a briefing with the top officials of the finance department, official sources said. Extending their support, UDP said that they want to see a non-Congress government in Meghalaya.

In a statement, he spoke to the media that there was a perception that only the Congress can survive in the Northeast. Zeliang told reporters in Kohima that his Naga People's Front (NPF) would play the role of a constructive Opposition.
