Canadian Prime Minister Justin Trudeau on Monday said he expects Canadians in the center of the steel industry can "breathe a sigh of relief" as trade talks continue between NAFTA members.

Trump announced the talks on Twitter as a burgeoning trade row over new USA tariffs on steel and aluminum heated up over the weekend.

President Donald Trump said today his commerce secretary will talk to the European Union about tariffs Trump argues have been unfair to the United States.

This form of processing allows it to be stamped "made in Canada" and could avoid the US tariff, which is why the federal enforcement officials will need to identify the country of origin of the original steel, said one industry executive who asked that his name not be used because he is not authorized to speak to the media.

The EU rejects Trump's argument that the tariffs are required for national security reasons. Canada has said that tariffs would hurt both the United States and Canada.

Freeland notes the written presidential proclamation putting them in place does not. "We are too, so we're glad to do it".

The US leader's threats were part of a dispute sparked by his announcement of tariffs on steel and aluminium imports, although the "America First" Trump administration has said it will consider exceptions and has already spared Mexico and Canada.

He said other countries could be spared the tariffs if they can convince the USA government that their steel and aluminum exports don't threaten American industry.

However Trump specifically mentioned NAFTA in his press conference announcing the exemptions on March 8.

Other countries may also ultimately be excluded. Mexican federal elections scheduled for July 1 and US congressional elections in the fall are adding pressure, as changes of government as a result of either could affect both getting a deal and getting it ratified. The president has often threatened to pull out of the trade pact unless the countries reach a deal that better serves US interests. Indeed, most European Union countries are in North Atlantic Treaty Organisation, the world's biggest security alliance, together with the U.S.

Trudeau rejected calls by some Quebec union leaders to take a harder line in NAFTA talks and leave the table if Canada can not get a better deal.

"Dialogue is always the prime option for the EU", European Commission spokesman Enrico Brivio said at a news briefing on Monday.

The tour was planned before the tariff exemption was confirmed but will still go ahead despite the exemption, with stops in Alma., Que, Hamilton, Ont., Sault Ste. Marie, Ont., and Regina.
