"But should the United States and our allies decide to act in Syria, it will be in defense of a principle on which we all agree".

The same officials say Syria has continued to produce or procure chlorine, which also has industrial and agricultural uses.

The BBC said May was ready to give the go-ahead for Britain to take part in action led by the USA without seeking prior approval from parliament, and the Financial Times said the cabinet had agreed to this.

On Thursday, White House Press Secretary Sarah Sanders said Mr Trump would continue to assess intelligence and engage with allies.

Speaking to congress at a hearing of the House Armed Services Committee on Thursday, Mattis said he believed a chemical attack had taken place and blamed Russian Federation for being complicit in Syrian government's possession of chemical weapons.

Mattis said options would be discussed with Trump at a meeting of his National Security Council on Thursday afternoon. The Syrian government has been known to use chlorine bombs, along with sarin, a nerve agent developed by Nazi Germany that was used in a 2013 attack that killed almost 1,500 people outside of Damascus.

The use of chemical weapons is a war crime.

Blood and urine samples from victims of the attack have tested positive for chlorine and an unknown nerve agent, NBC News reports.

But across Western capitals opposition to military action also grew.

At the House hearing, Democrats grilled Mattis on the wisdom and legality of Trump ordering an attack on Syria without explicit authorization from Congress. Mattis argued it would be justified as an act of self-defense, with 2,000 US ground troops in Syria; he insisted he could not talk about military plans because an attack "is not yet in the offing".

Echoing the USA stance, France's Ambassador Francois Delattre said Assad's government had reached a "point of no return" with repeated use of chemical weapons.

"On a strategic level, it's how do we keep this from escalating out of control, if you get my drift on that", he said.

Earlier Thursday, Trump appeared to walk back earlier comments in which he warned Russian Federation to brace for missiles which he said "will be coming".

Russian Federation meanwhile continued to warn against any use of military force against its Syrian ally. Russia's ambassador to Lebanon said any missiles fired at Syria would be shot down and the launching sites targeted - a stark warning of a potential major confrontation.

"I think it is important to have a common line, without Germany participating militarily", Merkel said.
